Due to a delay in registering budget information in the Goods and Services Purchasing System, the Center for Information Infrastructure (CII) will, on an exceptional basis, change the purchase information for TSUBAME Points that were unavoidably purchased using a different budget, limited to cases that meet the following conditions.
Conditions
- The start date of the research period for the budget after the change (the budget originally intended to be used) must be earlier than the purchase date of TSUBAME points.
- The TSUBAME Points must have been purchased by 2026/6/30 using the budget before the change (the budget used unavoidably).
- Step 4 of the application procedure below must be completed no later than 2026/6/30.
- As billing processing for April–June will begin on July 1, applications submitted after the deadline will not be accepted for any reason.
How This Will Be Handled
- This will be carried out by having the group that purchased TSUBAME Points with the budget before the change perform a TSUBAME Points purchase operation using the budget after the change, after which CII staff member will cancel the former purchase.
- The cancellation, which results in a negative TSUBAME points balance, will be rejected.
- Therefore, please apply after purchasing the required amount of TSUBAME points using the budget after the change.
- Partial cancellation of a single purchase operation (e.g., canceling 800 points out of a 1,600-point purchase) is not possible.
Application Procedure
- Register a payment code for the budget after the change on the TSUBAME Portal and wait for approval from CII (approximately two business days are required after registration in the financial system).
- Do not forget to fill in the research period start date field as the original research period start date (the default value is the application date).
- Set the payment code of the budget after the change for the relevant TSUBAME group on the TSUBAME Portal.
- Using the payment code of the budget after the change, purchase TSUBAME Points in an amount equal to or greater than the number of TSUBAME points purchased with the budget before the change.
In the “What you want to ask” field of the Inquiry Form located at the bottom left of the TSUBAME Portal, paste and submit the completed template below (approximately two business days are required for confirmation and processing by CII).

The research period of the budget after replacement includes the above purchase period, and the applicant assumes responsibility in the event that audit responses are required for execution prior to the research period.- Do not submit this form on behalf of someone else; the payment code administrator (TSUBAME group administrator) themselves must submit the inquiry.
- Identity verification is conducted via the TSUBAME Portal, so please do not use the general inquiry form on the website.
- Please paste the entire form above (from the heading line through the declaration statement) into the inquiry message.
- If multiple TSUBAME groups are involved, please repeat the group and purchase number lines as necessary.
- Purchase numbers can be checked from the purchase history.
