Detailed Terms of Use for Computer Systems, Institute of Science Tokyo

Detailed Rules No. 47
Article 1 (Purpose)
These Detailed Rules prescribe the matters necessary for the use of computer systems of the Center for Information Infrastructure, Institute of Science Tokyo (hereinafter referred to as the “Center”), pursuant to Article 6 of the General Terms of Operation of Computer Systems, Institute of Science Tokyo (Rule No. 73 of 2024).
Article 2 (Definitions)
The terms used in these Detailed Rules shall have the meanings set forth in the following items:
(1) Director: The Director of the Center for Information Infrastructure
(2) Computer Systems: The supercomputer systems, educational computer systems, and associated systems managed by the Center
Article 3 (Purpose of Use)
The computer systems may be used for the following purposes:
(1) Academic research, etc.
(2) Information processing education, etc.
(3) Administrative processing
(4) Joint use
(5) Social contribution
(6) Other activities deemed necessary by the Director
Article 4 (Eligibility for Use)
1. Persons eligible to use the computer systems for the purposes specified in Article 3, item (1) shall be those who fall under any of the following:
(1) Faculty and staff of Institute of Science Tokyo (hereinafter referred to as the “University”), and undergraduate and graduate students (hereinafter referred to as “Program Students”)
(2) Students other than Program Students, visiting researchers, junior visiting researchers, JSPS Research Fellows, and others approved by the Director
(3) Faculty members and students, etc. of domestic universities that have concluded inter-university agreements on computer system use with the University
(4) Members of research groups engaged in officially recognized joint research with faculty of the University under Grants-in-Aid for Scientific Research or other public competitive funding programs
(5) Persons engaged in joint research with the University under a contract, as approved by the Director
(6) Persons engaged in international joint research under agreements based on international exchange arrangements with the University, as approved by the Director
(7) Other persons approved by the Director
2. Persons eligible to use the computer systems for the purposes specified in Article 3, item (2) shall be those who fall under any of the following:
(1) Program Students
(2) Students other than Program Students as approved by the Director
(3) Faculty members responsible for courses at the University (including specially appointed faculty, fixed-term faculty, part-time lecturers, etc.) and teaching assistants
(4) Other persons approved by the Director
3. Persons eligible to use the computer systems for the purposes specified in Article 3, item (3) shall be those using the systems for administrative processing under the jurisdiction of the University administration.
4. Persons eligible to use the computer systems for the purposes specified in Article 3, items (4) and (5) shall be those approved by the Director.
Article 5 (Hours of Use, etc.)
1. The hours for use of University facilities related to the computer systems shall be separately determined by the Director.
2. Notwithstanding the preceding paragraph, use may be suspended or discontinued in the event of system failures or when maintenance work is performed.
Article 6 (Application for Use)
Any person wishing to use the computer systems must obtain approval from the Director through the prescribed application procedures.
Article 7 (Issuance of Accounts)
Upon approving an application under the preceding Article, the Director shall issue an account.
Article 8 (Account Validity Period)
The validity period of accounts shall be as follows:
(1) Users specified in Article 4, paragraph 1, items (1) and (2), and paragraph 2, item (1): the period during which they hold the relevant eligibility status
(2) Other users: the period approved by the Director based on the application
Article 9 (Obligations of Users)
1. Users shall comply with the Information Ethics Rules, Information Security Rules, Information Security Policy, and other relevant internal regulations of the University.
2. Users shall not use their accounts for purposes other than those stated in the application under Article 6, nor allow third parties to use them.
3. Users must promptly obtain approval from the Director through prescribed procedures if there are any changes to the application details during the validity period.
4. Users intending to discontinue use during the validity period must promptly notify the Director through prescribed procedures.
Article 10 (Suspension or Revocation of Use)
If a user violates these Detailed Rules or causes significant disruption to the management or operation of the computer systems, the Director may suspend the user’s access for a certain period or revoke approval.
Article 11 (Submission of Reports)
The Director may request users to submit reports regarding their use of the computer systems as necessary.
Article 12 (Cooperation by Users)
1. Users shall cooperate with requests made by the Director concerning the operation of the computer systems.
2. When publishing research results obtained through the use of the computer systems, users shall, where possible, acknowledge such use in academic papers or similar publications.
Article 13 (Usage Fees)
1. Users who wish to use paid services of the supercomputer systems shall pay the prescribed fees. However, fees may be reduced or waived for users specified in Article 4, paragraphs 2 and 3, or in other cases approved by the Director.
2. Fees once paid shall not be refunded, except where use is discontinued or suspended due to reasons attributable to the University.
3. Charging methods and fee structures shall be separately prescribed for each supercomputer system.
Article 14 (Compensation for Damages)
Users shall compensate for any damage caused to the Center, its facilities, equipment, or the University as a result of misuse or violation of these Detailed Rules or applicable conditions.
Article 15 (Disclaimer)
The University shall not be liable for any damages incurred by users arising from the use of the computer systems.
Article 16 (Miscellaneous Provisions)
In addition to the matters provided for in these Detailed Rules, any matters necessary for the use of the computer systems shall be separately determined by the Director.
Supplementary Provisions
1. These Detailed Rules shall come into force on October 1, 2024.
2. The Detailed Rules on the Use of Computer Systems of the Global Scientific Information and Computing Center, Tokyo Institute of Technology (Detailed Rules No. 3 of 2007), shall be repealed.
