Institute of Science Tokyo Detailed Regulations on Use of Computer Systems

October 1, 2024
Detailed Regulation No. 47

Article 1: Purpose
These Detailed Regulations provide for necessary matters concerning the use of computer systems at the Center for Information Infrastructure at Institute of Science Tokyo (hereinafter “the Center”), pursuant to Article 6 of the Institute of Science Tokyo Computer Systems Operation Regulations (Regulation No. 73 of 2024).

Article 2: Definitions
The terms used in these Detailed Regulations will have the meanings set forth in the following items:

  1. Director: The Director of the Center for Information Infrastructure
  2. Computer Systems: The supercomputer systems, educational computer systems, and associated systems managed by the Center

Article 3: Purpose of Use
The computer systems may be used for the following purposes:

  1. Matters related to academic research, etc.
  2. Matters related to information processing education, etc.
  3. Matters related to administrative processing
  4. Matters related to joint usage
  5. Matters related to social contribution
  6. Other activities deemed necessary by the Director
     

Article 4: Eligibility for Use

  1. Persons eligible to use the computer systems for the purposes specified in Article 3, item i, are those who fall under any of the following items: 
    1. Faculty, staff, undergraduate students and graduate students (hereinafter “Program Students”) of Institute of Science Tokyo (hereinafter “Institute”)
    2. Institute students other than Program Students, visiting scholars, visiting fellows, JSPS Research Fellows, and others (except for persons specified in item i) approved by the Director
    3. Faculty, students, and other members of domestic universities that have concluded inter-university agreements on computer systems use with the Institute.
    4. Members of research groups engaged in officially recognized collaborative research with faculty of the Institute under Grants-in-Aid for Scientific Research or other public competitive funding programs
    5. Persons who have concluded a collaborative research contract with the Institute and are approved by the Director
    6. Persons who have concluded an international collaborative research contract based on international exchange arrangements with the Institute and are approved by the Director
    7. Other persons approved by the Director
  2. Persons eligible to use the computer systems for the purposes specified in Article 3, item ii, are those who fall under any of the following:
    1. Program Students
    2. Students other than Program Students who are approved by the Director
    3. Faculty members responsible for courses at the Institute (including specially appointed faculty, visiting faculty, and part-time lecturers) and teaching assistants
    4. Other persons approved by the Director
  3. Persons eligible to use the computer systems for the purposes specified in Article 3, item iii, are those using the systems for administrative processing under the jurisdiction of the Administration Bureau at the Institute.
  4. Persons eligible to use the computer systems for the purposes specified in Article 3, items iv and v are those approved by the Director.

Article 5: Usage Time

  1. The usage times for Institute facilities related to computer systems will be determined separately by the Director.
  2. Notwithstanding the preceding paragraph, usage may be suspended or discontinued in the event of system or equipment failure or when maintenance work is performed.

Article 6: Application for Use
Any person wishing to use the computer systems must obtain approval from the Director through the prescribed application procedures.

Article 7: Issuance of Accounts
Upon approving an application under the preceding Article, the Director will issue an account.

Article 8: Account Validity Period
The period of validity for accounts under the preceding Article will be determined by the user category as set forth in the following items:

  1. Users specified in Article 4, paragraph 1, items i and ii, and paragraph 2, item i: the period during which they hold the relevant eligibility status
  2. Other users: the period approved by the Director based on the application

Article 9: User Compliance Requirements

  1. Users must comply with the Institute of Science Tokyo Information Ethics Regulations (Regulation No. 69, 2024), Institute of Science Tokyo Information Security Regulations (Regulation No. 70, 2024), Institute of Science Tokyo Information Security Policy, and other relevant internal regulations at the Institute.
  2. Users must not use their accounts for purposes other than those stated in the application under Article 6, nor allow third parties to use them.
  3. Users must promptly obtain approval from the Director through prescribed procedures if there are any changes to the application details during the account validity period.
  4. Users intending to discontinue use during the account validity period must promptly notify the Director through prescribed procedures.

Article 10: Usage Suspension or Revocation Measures
If a user violates these Detailed Regulations or causes significant disruption to the management or operation of the computer systems, the Director may suspend the user’s access for a certain period or revoke approval.

Article 11: Submission of Reports
The Director may, as necessary, request users to submit reports regarding their use of the computer systems.

Article 12: User Cooperation

  1. Users shall cooperate with requests made by the Director concerning the operation of the computer systems.
  2. When publishing research results obtained through the use of the computer systems, users shall where possible, acknowledge such use in academic papers or similar publications.

Article 13: Usage Fees

  1. Users who wish to use the paid services of the supercomputer systems shall pay the prescribed fees. However, fees may be reduced or waived for users specified in Article 4, paragraphs 2 and 3, or in other cases approved by the Director.
  2. Paid fees will not be refunded, except where use is discontinued or suspended due to reasons attributable to the Institute.
  3. Charging methods and fee structures will be separately prescribed for each supercomputer system.

Article 14: Compensation for Damages
Users must compensate for any loss, damage, or destruction of the Center or the equipment and facilities of the computer systems, or for any damage caused to the Institute arising from a violation of these Detailed Regulations or conditions of permission.

Article 15: Disclaimer
The Institute shall not be liable for any damages incurred by users arising from the use of the computer systems.

Article 16: Miscellaneous Provisions
In addition to the matters provided for in these Detailed Regulations, any matters necessary for the use of the computer systems will be separately determined by the Director.

Supplementary Provisions

  1. These Detailed Regulations come into effect on October 1, 2024.
  2. The Tokyo Institute of Technology Detailed Regulations on the Use of Computer Systems of the Global Scientific Information and Computing Center (Detailed Regulation No. 3 of 2007), is hereby repealed.
